Abstract
This article is devoted to the info-communicational model and its processes. The basic components of the info-communicational system – the buffer and the communication channel – are considered. The behavioural equations of the network components are deduced, as well as the equations for finding the value of the reaction of communication with the inclusion of the elements in the network.

THE METHODOLOGICAL PECULIARITIES OF THE MANAGEMENT OF THE INNOVATION EDUCATIONAL COMPLEX

Abstract
Thw constantly changing society should have such dynamic education which is formulated by the concept of continuous education. People who have to learn to study and be retrained are required. It is necessary that the educational system encouraged self-development processes in trainees (students and specialists). According to the designed project method the educational environment for constant developing is created. The educational environment stimulates a creative process in all the participants of an educational situation, including the teacher. The independent work and self-organization of the educational process of a student comes to the fore.

Abstract
In article the theoretical base of the control system of management of innovations with use of spatial-temporal quantities is considered. The urgency of the problem is revealed, the requirements to the theoretical base are defined as well as LT-language, axioms, the basic and special concepts of the theory, deduction rules and the consequences. In conclusion the necessity of working out the scientifically-methodical maintenance of monitoring is emphasized as well as estimation and realisation of innovations in the management of steady innovation  development. The work is performed under the grant of the Russian fund of basic research, the project № №07-06-00209-а.

DESIGNING 3-DIGIT NEURONS

Denis Kalitin the Candidate of Technical Science, Associate Professor of the Moscow state mountain university (MSMU)

Abstract
The article deals with the strategy of designing 3-valued neurons cellular structure on a given function of 3-valued logic. Setting up the neurons to a given function is performed by calculating the optimal orbital center and eliminating a number of contradictions. The proposed method is free of the shortcomings of the previous methods of setting the digital neuron for a given function, namely, the integer solutions of systems of equations.

Abstract
In the present paper general tendencies of corporate IT infrastructure development are considered. The most significant technologies in development of corporate IT infrastructures are investigated: service-oriented architecture, virtualization, distributed computing Grid. On the basis of the carried out research the concept of a training-research infrastructure to support mastering of innovative technologies of corporate IT infrastructure development.

Abstract
A strategic project of development of Russia has been established in our country. It`s title is Conception Of Long-term Social-Economic Development of Russian Federation. The aggregate of goals, directions, priorities and stages of sus-tainable innovative development which are presented this Conception and in basic statements of national leaders formed Strategy-2020. An abstract of new strategic project is given in this article.
