OUTLINES OF SYSTEM IMPLEMENTATION OF NOOSPHERIC SUSTAINABLE DEVELOPMENT STRATEGY DURING THE SPECIAL PERIOD OF COUNTRY AND THE WORLD LIFE

Bolshakov Boris Evgenievich, Doctor of Technical Sciences, professor, full member of RANS, head of Sustainable Innovative Development Department of Institute of Systems Analysis and Management at the International University of Nature, Society and Man “Dubna”, head of International scientific school of sustainable development named after P.G. Kuznetsov

Abstract

The article is devoted to the outstanding Russian scientist P.G. Kuznetsov; many of his ideas, along with thoughts of K.E. Tsiolkovsky, V.I. Vernadsky and many other great scientists, underlie the noosphere development strategy. Its implementation is essential to our country in a complicated state of modern world. In the 80s P.G. Kuznetsov was the Chairman of the Interagency MIC Council of the Presidium of the USSR Council of Ministers, which “developed large-scale systems in terms of physical quantities”; it essentially means he was the scientific director responsible for development of the management system for the country during the Special Period. Since then, many years have passed, but the problem persists. The article was written as a part of RFBR project №12-06-00286-а.

KEYWORDS: noosphere, noosphere sustainable development, complex of systems for a special period, training systems, breakthrough systems and technologies, ideal LT-technologies.

GAME AS A METHOD OF CONTRADICTIONS HARMONIZING IN ORDER TO TURN THEM INTO A DRIVING FORCE OF DEVELOPMENT. PART 1: CONFLICT AS A BUSINESS GAME ELEMENT

Popov Eugene Borisovich, post-graduate student of Sustainable Innovative Development Department at the International University of Nature, Society & Man “Dubna”, member of the International Scientific School of Sustainable Development named after P.G. Kuznetsov

Gumanovskaya Julia Vladimirovna, master student of Psychology Department at the International University of Nature, Society & Man “Dubna”

Abstract

The article discusses various methods of contradiction resolving, with particular emphasis on the “gaming” method. It provides distinction between “contradiction” and “conflict” notions. It also describes the role of conflict as one of the most important elements of an interdisciplinary business game (IBG) on sustainable development.

KEYWORDS: contradiction, methods of contradiction resolving, conflict, interdisciplinary business game (IBG) on sustainable development, IBG phases.

ESTIMATION OF ENERGY LOSSES IN AGRICULTURE OF TOMSK REGION FROM NATURAL DISASTERS

Ignateva Anna Vladimirovna, bachelor student of the 4th year at the Ecology and Environmental Management Department of Geology and Geography Faculty of National Research Tomsk State University.

Abstract

This paper is showing an example of calculating economic damages in agriculture from emergency situations of natural character by the example of the Tomsk region. The results were used to calculate the values of the author of the power loss of Agriculture using the methodology proposed by the International University of Nature, Society and Man “Dubna”. These calculations are of great practical importance, since the power loss – the value of a constant does not change over time and can present valid data at any time and at any level of economic development.

KEYWORDS: economic damage, natural disasters, capacity of losses.

Filyushina Alyona Sergeevna, post-graduate student of National research university “Higher School of Economics”, Junior Research Fellow at the Institute of Economy in Transition

Abstract

The theory of economy of knowledge is impossible without potential theory of creative subjects. In the article the visual environment for work of innovators allowing them to become qualitatively new subjects of innovative activity within the 7th technological way is discussed. In works of the Russian authors [8] the task is set – “Not to catch up with the country of the 6th post-industrial way, and at once to pass to work on creation of new, 7th, socio-humanistic technological way” and that to create to the country competitive advantages”. In the article opportunities to carry out this plan are described.

KEYWORDS: visual environment, industrialization, socio-humanistic technological way.

COLD WAR MODEL AND OPTIMAL RESPONSE

Blok Victor Ruvimovich, Candidate of Physical and Mathematical Sciences

Kalyuzhny Boris Ivanovich, Candidate of Technical Sciences, Associate Professor

Abstract

Two interconnected macroeconomic models are considered. The first of these has to do with the military confrontation between the two countries, each represented by the military and civilian sectors – a model of the Cold War.The second model is devoted to the synthesis of optimal control, allowing less economically developed country to achieve at least parity in military competition, despite the mentioned economic backwardness. The problem of maximizing the military potential of this state at a given moment of time is considered. Shown, as in [2] that the optimal solution requires intensive development of the economic sector in the first phase, with a view to the future use of the accumulated economic potential for speedy military buildup.

KEYWORDS: macroeconomics, cold war, military parity, optimal strategy.

Abstract

The goal of present research is development of techniques for social and production communications self-organization in collectives based on the “COMPASS” system by Vodyanov V.G. and alternative payment systems. Results of practical usage of these systems in the students’ community for social and production communications formation are described. Practicability of information support of social and production communications self-organization based on the corporative information system is proposed.
