Abstract

This article discusses the methodological base of measurement, system analysis and management of sustainable development of complex systems based on universal measures. The authors propose an approach that allows: an analysis of the state of a complex system of planning, organization and control of changes in the system of universal measures – power units; to diagnose the current state of the control system to determine the safety level of the system development, assess the risks and develop planning and organizational solutions in accordance with the functions and the system needs to ensure its sustainable development.

Abstract

It is supposed to use advanced technologies being developed at the Joint Institute for Nuclear Research and at the Russian engineering academy for search of new paths of harmonization of relationships in interest of a stable development within the nature-society-man system. The real high technologies are considered including the solving of the global problem of using U-238 in the U-238 irradiation reaction by fast neutrons for producing Pu-239 as a fuel for APS and mini-APS. In this case, the nuclear power plants will work as a multiplier when new fuel is more than it was loaded initially. Such a scientific progress is capable of providing the country with available and cheap electric power for several years ahead at a U-235 deficiency and falling the oil prices.

Abstract

The article discusses the possibility of complex applying of interdisciplinary business game (IBG), the quality management system and target planning system SCALAR as enterprise development management tools. In this case IBG serves as means of formation of the company’s (or its divisions’) goals in the area of quality, the totality of which makes the target state for SCALAR system.

Abstract

The article deals with a wide range of issues related to ensuring quality training of university students. The problem of providing high quality training for graduates of regional universities is analyzed. Questions of optimization of teaching work in higher education are one of the priorities of the reform of higher education in Crimea. In the article it is shown that Scientific-educational center of the noospherology and sustainable noospheric development of the V.I. Vernadsky Crimean Federal University is a significant factor of research and educational activities in a situation of exacerbation of competitive conditions of reform Russian universities. The authors identify the problem of rational formulation of complex professional qualities of specialists.

Abstract

The paper presents the well-reasoned and an opinion, proved in enclosed addenda, of quantum-wave LT-mechanism of tensor energy transformation of stressedly-deformed states (TETS) of VI wave of innovation. Precision hyper-sensitive quantum-wave optical methods of broadband monitoring of mechanical and acoustical oscillations of geo-information and anthropogenic systems are studied.
