Abstract

The development of the managerial paradigm of the noospheric research educational program requires profound changes in the structure of the Humanities and scientific disciplines of social studies. In the article the ontological scheme of formation and approaches to the analysis and synthesis of management knowledge for the sustainable development of socio-economic systems. According to the author, the managerial paradigm of sustainable development of Russia can be implemented only at the level of state administration, therefore, proposes the creation of the scientific school “Public management of sustainable development of Russia”. And this will create conditions for fruitful scientific and educational cluster for all countries of the EAEU, SCO and BRICS.

POWER-ECOLOGICAL CONSEQUENCES OF NATURAL DISASTERS IN GLOBAL MEASUREMENT

Abstract

The methodical tools of calculation of power ecological consequences at influence of emergency situations of natural genesis are presented in article. The main are considered a tendency of development of natural disasters in continents of the world; it is established that since the beginning of 21 century there was gradual growth of number, the victims from natural emergencies, and also material damage, having reached the maximum values in 2011. The following indicators of power ecological consequences of natural emergencies – the full, useful power, emergency power, anthropogenous loading and instability of the biosphere on continents of the world are calculated; it is established that for one of continents of the world anthropogenous loading isn’t in norm limits. The presented schematic map of instability of the biosphere of continents of the world for 2011 demonstrated that in general in the world there was a difficult situation in respect of instability of the biosphere exceeding all threshold values.

Abstract

In this paper we consider the global historical process of formation of the international community with a single economic and political system. It is assumed that globalization, as well as many other historical processes, is not only progressive but also has a wave (cyclic) component, which describes the ups and downs of the cycles of civilization. An attempt to find practical significant association between the cosmic-natural and socio-political events, from the point of view of studying the cyclical components of the historical process, is taken. The article contains the relative outlook for developments in the coming half-century and analysis of the 23rd cycle of solar activity (1996 – 2008), as well as a forecast of political, economic and military events of 24-28 cycles (up to 2050), based on a fractal study of global dynamics.

QUALITY OF LIFE IN THE REGIONS OF MODERN RUSSIA: SOCIAL MAPPING

Abstract

This article is about the problem of quality of life in contemporary Russian regions. The purpose of this study is to produce the regional map of quality of life for all Russian subjects and maps of groups of factors which impact of quality of life in country. The quality of life index is calculated using the method which is developed by the Laboratory of mathematical methods of political analysis and forecasting at the Department of Political Science, Moscow State University (further Method). Also, the article contains the description of author’s revision of Method, allowing to calculate economic, socio-demographic index and index of housing and utilities. Moreover, the article presents the results of indexes calculation for 2013 year using regional map. This map gives wide opportunities for spatial analysis of quality of life, particularly for analysis of large volumes of data when identifying the impact of various factors on quality of life in all regions of Russia and for monitoring of annual changes of quality of life.

Abstract

Article one of the report is devoted to the innovative technologies and resources of public fund “Semey-NR” (nuclear test range, meaning SNTR – Semipalatinsk nuclear testing range, which lasted 50 years – 1949-1989, closed through the efforts of the World anti-nuclear movement “Nevada-Semipalatinsk”, and also thanks to the Law of RK dated 18.12.1992, № 1788-XII “On social protection of citizens suffered from nuclear tests at the Semipalatinsk nuclear test range”), which will be implemented in a charity smart town “Ahau-Semey”, planned in Astana for the victims of SNTR and moved to the capital residents. Notable is the fact that in this town will be laid 4-7-9-12-storey building of the LCD, as well as cultural, educational, educational and residential use. For all of these high-rise buildings on the lift shafts will be a dome, which will be placed air-wind power plants “spindle-blower-coil-lift” and, thus, forming a so-called “Peace noospheroidalic domes”. The present invention has in some way become energy recovery, namely the partial renewal energy of the lift.

NON-RADIOMETRIC DATING OF THE AGE OF THE EARTH AND TERRESTRIAL PLANETS (BASED OF FOSSIL CORALS STUDY)

Abstract

Age of the Earth is 4,54-4,6 billions of years. These numbers are based on radioisotope dating. Studying fossil coral, whose age is 400 million years, paleogeologists found that in those early days the year consisted of 400 days. Calculations show that the radius of the Earth, on average, increased by the amount of 1.3834475 mm. If the modern Earth’s radius 6371 km divided by 1.3834475 mm per year, we get time, the Earth’s growth since its inception to date, equal to 4.6 billion years, which is consistent with the reference data. In accordance with the above, we determine the age of the terrestrial planets: Mercury, Venus and Mars.
