NOOSPHERIC IMPERATIVE OF ARCTIC DEVELOPMENT IN THE XXI CENTURY

Abstract

The Arctic and Antarctic segments of the Earth’s biosphere have a special role in homeostatic mechanisms, since they are the most “sensitive” subsystems in the general system of direct and feedback links, signaling certain ecological processes dangerous for planetary dynamic equilibrium. This puts more stringent demands on the arctic economy, because the negative environmental consequences of the “economic” pressure on the living matter of the biosphere have longer-term consequences and can become detonators of disastrous ecological processes on a planetary scale. The article is written on the basis of a report prepared for the First Scientific, Practical and Educational Arctic Conference aboard the “Krasin” icebreaker on January 23, 2018.

Abstract

In article tools on increase in effective management of consequences of accidents of various genesis for achievement of sustainable development of territories are offered. The analysis of dynamics of accidents of natural and technogenic character in the world from 1970 for 2015 is submitted. It is established that for increase in effective management of consequences of accidents it is necessary to consider on average reduction of useful power of the countries of the world for 4,2 % a year as a result of action of accidents of various genesis.

Abstract

The methodology of value proposition design using digital modelling for designing an innovative product and bringing it to the market is considered by the example of developing of transparent, impact-resistant, ceramic material. Consolidation of expert opinions by the DELPHI assessment method allows to develop a project for the creation of a new product coordinated from the point of view of various participants in the way-to-market process: marketers, technologists, investors and other stakeholders. The estimation of the resources needed for the project implementation was made and specific recommendations were elaborated for the company going to develop of the innovative product in order to concentrate its efforts on critical issues of developing of its capability: technologies, competencies and management system.

Abstract

Time and space are connected with the movement and processes of transformation and changes the physical reality according to the law of electromagnetic oscillations. Since all forms of matter and radiation are electromagnetic in origin and are therefore oscillatory systems, then the modern problem of time and space solved quite simply Previous difficulties and inconsistencies arose because in theoretical physics, not considering living processes, has tried to adapt the geometry of physical time and space living systems. The key to understanding the laws give oscillations.

Abstract

The incentive for writing this work was the article of academician N.V. Petrov “Electromagnetic nature of origin of space and time” which I received on August 15, 2017 and under the impression of which I prepared my brief reflection. My comments will consist of two parts. In the first part I give a response to some key statements of the author. In the second part I want to show that all the fundamental concepts, including those related to the electromagnetic phenomena underlying the work of N.V. Petrov, can be expressed in a unified noospheric spatiotemporal LT-language. This article is devoted to this language.

Abstract

The article presents the results of an experimental simulation of the system of analysis of energy-ecological consequences of catastrophes of various genesis, using the example of the countries of the world for the period from 1998 to 2011. At the first stage, the task of modeling was posed. Then, the experiment was described and the simulation results analyzed.

Abstract

The main goal of this research is to determine types of control which support system self-production. The second order cybernetics concepts have built a research theoretical foundation and SNA-methodology and agent-based modeling have proved to be its methodological basis. Under condition of economics mainstream crisis, an approach that combines meta-theory with new information technologies shows one of the possible solutions. Possible control types and their practical realizations are under discussion in this paper. The engineered set of agent-based models has confirmed the self-production possibility under certain conditions.
