Abstract
The article provides an analysis of various existing approaches to environmental quality management; the authors make a reasoned conclusion on the optimality of the energetic approach to the identified problem. A description of the possibilities of implementing an electronic environmental quality management system based on an energetic approach is given; the application of such a system will allow monitoring, assessing the current state, formulating the target state, planning the transition from the current to the target state and monitoring the implementation of the plan for the environment of a particular control object (country, region, municipality).
