SUSTAINABLE DEVELOPMENT: THE MULTICRITERIА ESTIMATION AND THE CHOICE OF PROJECTS ON ELIMINATING OZONE-DESTROYING SUBSTANCES FROM USE

Yury Sorokin, employee of the United Nations, Vienna, Austria

Abstract
The planning of environmental projects represents multicriteria problems, which could be effectively solved using methods of multicriteria decision analysis and optimization. The conventional set of tasks to be resolved in the refrigeration industry for phasing out the consumption of ODS is under consideration. Since there is no unique method for the solution of all multicriteria problems, the set of criteria is described to facilitate a selection of an appropriate method.  The combination of Analytical Hierarchy Process and multicriteria mathematical programming methods are suggested to be used for finding the best acceptable decision. The examples of models for Goal programming and ε-constrains methods based on the UN indicators of sustainable development and generalized architecture of decision support system are presented in the paper.

KEYWORDS: environmental projects, system approach, multiple criteria decision analysis, multicriteria optimization, decision support system.

THE BEHAVIOURAL METHODOLOGY OF PROJECT MANAGEMENT IN EDUCATIONAL PROCESSES

Valentina Timofeeva, Candidate of Technical Science, Professor of Management and Hospitality Department, Kalinigrad Institute of Tourism, a branch of the Russian International Academy of Tourism, Kaliningrad.

Abstract
Basic technologies of project management are examined and systematized. That makes it possible to single out one working hypothesis: to use project management technologies more efficiently, their integration with behavioral components of designing command creation is necessary. The method of creation of educational routs is elaborated. The routs serve the purpose of development of intellectual and creative opportunities of students during the process of solving research and real-world problems.

KEYWORDS: educational process, project management technologies, educational route, designing commands, concept of competence, self-control and a self-certification, reflexion, revealing of problems, improving education.

Chief Editor Foreword

The second issue of the electronic scientific journal “Sustainable Innovative Development: Design and Management” features four articles.

Doctor of Engineering, Professor Vladimir Kutergin examines fundamental issues related to mathematical methods of designing artificial objects. Author has an experience of creating real systems and their practical application. The article is among the other works by the author on the synthesis and theoretical substantiation of designing systems intended to create sustainable innovative development of the country. The article solidifies the necessity of development of the invariant methodology as a basic paradigm for presenting design process, description and analysis of artificial objects models and creation of applied theories of research, design and management on this basis. When an engineer designs a car, he creates a project according to which the company is planning to operate and so on; it provides the necessary freedom to achieve the goal of a proper quality of processes occurring in the system, based on the necessary diversity of development modes of the machine, the functioning of the enterprise, the ways of organization of activities.
Anton O. Aristov (CAD Department of Moscow State Mining University) considers modern methods of logistics to describe the functioning of the enterprise based on the standard IDEF0 models and data flows, compares these methods.
Helen Lifshitz (International University of Nature, Society and Man “Dubna”) presents the experience of the motivational potential of students study in order to improve the learning process. This research is essential for understanding the factors that affect the training for innovative development.
The article by Nino Kakorina, graduate student, and Denis Stadnik, Ph.D., instructor (CAD Department, MSMU) discusses practical issues associated with the use of Internet technologies for process control for organizations providing services in the field of information technology.

CONSTRUCTIVE PROCESSES AND ARTIFICIAL OBJECTS

Vladimir Kutergin, PhD in Engineering, Professor, Ural branch of Russian Academy of Sciences, Applied mechanics Institute

Abstract
The constructive mathematics is based on using some constructive mentality which connects the statements of mathematical objects’ existence with opportunities of designing them. Artificial object’s design is considered as a constructive process. Necessity of invariants methodology development as the essential paradigm for constructive models of artificial objects description and analysis; and basing on it creation of applied research theories for design and management is presented. Transition from one structure of elements’ interaction to another is considered as transition to another theory. The problem of artificial object design is managing the excessive structural or functional degrees of freedom in order to achieve the goal with due quality of proceeding processes.

KEYWORLDS: constructive mathematics, artificial object, algorithm, space structure, structure transformation, group of co-ordinates transformations, constructive processes, invariants, systems design.

THE RUSSIAN BANK SYSTEM IN THE TIMES OF CRISIS

Andrey Petrov, PhD in Engineering, Member of Russian Academy of Natural Sciences, Chief-editor of “Banks and finances” newsletter

Abstract

Analysis of Russian bank system performance in times of crisis compared to the crisis of 1998. Research was mostly based on the reporting activities’ analysis applying the method of Informational and Analytical System (IAS) ”Banks and finances” of “Mobile” news agency. Indicators have decreased since 2005. Russian bank system survived in the autumn because it was supported by State. Major Banks gained profit by operating the funds on the currency market. The profit dropped and therefore many banks have suffered losses. Reduction in enterprises’ and citizens’ incomes, unemployment increase risks and credit default. Risks under banks’ external loans grow. At the same time Russian Bank System remains firm.

KEYWORDS: sustainable development, bank system, external debt, credits, overdue debts, state funds, bank deposits of citizens, cashflow
