NOOSPHERIC KNOWLEDGE AND TECHNOLOGIES: APPLICATION OF SYSTEM PRINCIPLE AND IPHM TO PARADIGM OF SUSTAINABLE DEVELOPMENT

Abstract

This article was prepared in response to the research report by O.L. Kuznetsov, B.E. Bolshakov at the General Meeting of Russian Academy of Natural Sciences (December 6, 2012). The report aroused great interest among the participants, and many scientists have proposed to open a discussion in the press about it. The article describes the natural sciences and the humanitarian principles of the global crisis and the transition to sustainable development based on the scientific heritage of the world and, above all, the fundamental ideas of great thinkers and scientists of the Russian scientific school or Russian Cosmism.

CRITICAL ANALYSIS OF PRODUCTION SYSTEMS DESIGN AND MANAGEMENT METHODS FROM THE POSITION OF SUSTAINABLE DEVELOPMENT REQUIREMENTS

Abstract

The article describes the requirements for methods of designing and managing the development of production systems, formulated on the basis of the concepts, principles and criteria for sustainable innovative development; provides critical analysis of existing methods of collecting and storing information about the system, methods of management analysis, economic-mathematical and statistical methods, methods of development planning systems, network planning and management, taking into account the above mentioned requirements; the article also contains conclusions.

Abstract

The article is devoted to the outstanding Russian scientist P.G. Kuznetsov; many of his ideas, along with thoughts of K.E. Tsiolkovsky, V.I. Vernadsky and many other great scientists, underlie the noosphere development strategy. Its implementation is essential to our country in a complicated state of modern world. In the 80s P.G. Kuznetsov was the Chairman of the Interagency MIC Council of the Presidium of the USSR Council of Ministers, which “developed large-scale systems in terms of physical quantities”; it essentially means he was the scientific director responsible for development of the management system for the country during the Special Period. Since then, many years have passed, but the problem persists. The article was written as a part of RFBR project №12-06-00286-а.

ESTIMATION OF ENERGY LOSSES IN AGRICULTURE OF TOMSK REGION FROM NATURAL DISASTERS

Abstract

This paper is showing an example of calculating economic damages in agriculture from emergency situations of natural character by the example of the Tomsk region. The results were used to calculate the values of the author of the power loss of Agriculture using the methodology proposed by the International University of Nature, Society and Man “Dubna”. These calculations are of great practical importance, since the power loss – the value of a constant does not change over time and can present valid data at any time and at any level of economic development.

Abstract

The theory of economy of knowledge is impossible without potential theory of creative subjects. In the article the visual environment for work of innovators allowing them to become qualitatively new subjects of innovative activity within the 7th technological way is discussed. In works of the Russian authors [8] the task is set – “Not to catch up with the country of the 6th post-industrial way, and at once to pass to work on creation of new, 7th, socio-humanistic technological way” and that to create to the country competitive advantages”. In the article opportunities to carry out this plan are described.

COLD WAR MODEL AND OPTIMAL RESPONSE

Abstract

Two interconnected macroeconomic models are considered. The first of these has to do with the military confrontation between the two countries, each represented by the military and civilian sectors – a model of the Cold War.The second model is devoted to the synthesis of optimal control, allowing less economically developed country to achieve at least parity in military competition, despite the mentioned economic backwardness. The problem of maximizing the military potential of this state at a given moment of time is considered. Shown, as in [2] that the optimal solution requires intensive development of the economic sector in the first phase, with a view to the future use of the accumulated economic potential for speedy military buildup.
